West Bengal Council of Higher Secondary Education

WBCHSE is entrusted with regulating all affairs relating to higher secondary education in West Bengal. The key functions of WBCHSE are listed below:

  • Curriculum & Textbooks: WBCHSE is responsible for framing the higher secondary curriculum and regulatory guidelines concerning higher secondary education.
  • Higher Secondary School Regulation: WBCHSE is responsible for recognizing higher secondary schools and monitoring their performance.
  • Examination: WBCHSE is responsible for conducting class XII examinations for all students registered with it through respective schools.

The Higher Secondary Education serves as step towards higher education for the young persons in the age group of 16-18 Years. In this context, the council has been making a sustained effort towards a quality uniform evaluation system all over the state encompassing more than 4300 schools and over 8 lakhs students. The task has been more challenging in context of the very competitive global environment and a diverse range of subjects.

The H.S. education is a significant part of the overall education system. West Bengal has the distinction of being the pioneer in the modern education system by virtue of the influence of the great literary and social path finders. We may recall the renaissance period and the great personalities and their immense contribution.

Brief History of WBCHSE (West Bengal Council of Higher Secondary Education)

The Government of West Bengal has established the West Bengal Council of Higher Secondary Education, under West Bengal Council of

WBCHSE Building known as 'Vidyasagar Bhavan' which is located in Salt Lake, Kolkata

Higher Secondary Education, Act 1975. The council is the main body which looks after the education system in the 10+2. The council has its main office at Salt Lake, Bidhannagar, Korunamoyee, Kolkata along with 4 regional offices.

The Council is a body corporate with perpetual succession and a common seal, and is entitled to acquire, hold and dispose of property, to enter into contracts and to do all other things necessary for the purposes of this Act and shall by its name sue and be used. Its functions are executed through an Organisation Structure.

The Council consists of members like The President appointed by the State Govt.and other ex-oficio members like: The President of the Board of Secondary Education-Ex Officio, The Director of School Education-Ex-Officio, The Director of Technical Education-Ex-officio, The Director of Industries-Ex-officio, The Director of Agriculture-Ex-Officio, The Director of SCERT-Ex-officio etc.

It is the duty of the Council to advise the State Government on all matters relating to Higher Secondary Education referred to it by the State Government. The Council has the power to direct, supervise and control the Higher Secondary Education in the State.

The major functions of the Council are to :

  1. assess periodically the Educational needs at higher secondary level at the state and lay down the General policy for the development of the Higher Secondary Education;
  2. provide for inspection of Recognised Institutions;
  3. provide by regulations, the curriculum, syllabus, the courses of studies to be followed and the books to be studied in Recognised Institutions;
  4. undertake the preparation, publication and sale of Text Books and other books for use in the Recognized Institutions;
  5. institute Higher Secondary Examination for the purposes of the Act;
  6. and to publish results of examination instituted by the Council and to award certificates and scholarship thereof;
    The Higher Secondary Course shall consist of two parts, i.e. Class XI and Class XII. The curriculum of Higher Secondary Course shall consist of

    1. Two language subjects one each from Group ‘A’ and Group ‘B’ of Schedule II
    2. Three compulsory elective subjects, one each to be chosen from any group
    3. One optional elective subject to be chosen from the groups remaining after the selection of compulsory elective subject.

After completing secondary school examination, students enroll for 2 years in Higher Secondary Institutions. Upon completing the required coursework, students may enroll in general or professional degree programmes.

WBCHSE likely to introduce percentile system for Class XII students from 2013

West Bengal Higher Secondary Council (WBCHSE) has proposed for introducing a percentile system for its students from the next academic session. The council will implement the system from 2013 after getting approval from the government.

The academics of the WBCHSE realized that their students have to suffer during college admissions due to lesser marks specifically in social sciences and literature subjects as compared to the other board students.  Even colleges could not set high cut off marks for other board students as the Supreme Court has banned the old system recently which was practiced in West Bengal few years back.

Thus the syllabus reform committee decided to opt for a globally accepted percentile system to become at par with other boards as well as international boards.

The percentile system was chosen over the grade system as due to the stiff competition in colleges students may miss a seat even for a decimal point. So, percentile system was a better option as it eliminates such problem.

The proposal has been presented to the government. It will enable proper evaluation of students. Currently, preference is given to students with high scores during college admissions where students from ISC and CBSE board get advantage over other board students. The WBCHSE class XII students thus felt discriminated as they could not compete with CBSE and ISC boards which grant more marks to the students.

Sources from the committee proposing reform in evaluation system revealed that percentile system will ensure flexibility in exams. Moreover, universities such as Delhi University and University of Mumbai provide admission on the basis of percentiles.

The preliminary AIPMT 2012 examination was held on April 1, 2012 and the final examination was held on May 13, 2012, only for those who qualified the preliminary examination.
The AIPMT 2012 exam is conducted exclusively for the 15% merit positions for the Medical/Dental Colleges of India.

Service Selection Commission, India conducts examinations for recruitment to lower categories of posts. The Staff Selection Commission is an attached office of the Department of Personnel and Training and comprises of Chairman, two Members and a Secretary-cum-Controller of Examinations who are appointed on such terms and conditions as may be prescribed by the Central Government from time to time. The Commission is provided such supporting staff as considered necessary by the Central Government.

The Staff Selection Commission has its Headquarter at New Delhi. All Examinations as well as administrative matters are submitted to the Chairman through two Members. The Secretary functions under both the Members. Besides, there are post of one Director, one Deputy Secretary, two Joint Directors, nine Under Secretaries, four Deputy Directors, one Finance & Budget Officer, one Assistant Director (OL), 24 Section Officers and more than 183 supporting officers / staff working at the Headquarters for discharging the duties and responsibilities of the Commission. An Organisational Chart of the Commission (Hqrs.) is given at Appendix II,. The functions of various Branches/Sections of the Hqrs. are briefly outlined under the heading “Functions of the Sections”.

For smooth conduct of examinations through a large network of examination centres/sub-centres situated in different parts of the country for the convenience of the candidates, the Commission has been provided with a Regional set-up. At present, there are seven Regional Offices at Allahabad, Mumbai, Delhi, Kolkata, Guwahati, Chennai, Bangalore and two Sub-Regional Offices at Raipur and Chandigarh. Each Regional Office is headed by a Regional Director and each Sub-Regional office is headed by a Deputy Director. The details of the functions and operative jurisdictions of these Regional and Sub-Regional Offices are given at Appendix-IV, . The Commission may, with the approval of the Department of Personnel & Training, open more Regional/Sub-Regional Offices of the Commission at such other places, as it may consider necessary.

Functions of SSC

1. To make recruitment to (i) all Group “B” posts in the various Ministries/Departments of the Govt. of India and their Attached and Subordinate Offices which are in the pay scales the maximum of which is Rs.10,500 or below and (ii) all non-technical Group “C” posts in the various Ministries/Departments of the Govt. of India and their Attached and Subordinate Offices, except those posts which are specifically exempt from the purview of the Staff Selection Commission.

2. To conduct examinations and/or interviews, whenever required for recruitment to the posts within its purview. The examinations would be held as far as possible at different centres and successful candidates posted, to the extent possible, to their home State/Region.

3. In particular, to hold Open Competitive Examinations for recruitment to the posts of:

(i) Lower Division Clerks in the various Ministries/Departments, Attached and Subordinate Offices of the Government of India including those participating in the Central Secretariat Clerical Service /Indian Foreign Service (B), Railway Board Secretariat Clerical Service and the Armed Forces Headquarters Clerical Service;

(ii) Grade “C” and Grade ‘D” Stenographers of the Central Secretariat Stenographers Service and equivalent Grades of Indian Foreign Service (B) Railway Board Secretariat Stenographers Service/Armed Forces Head quarters Stenographers Service and to the posts of Stenographers in other Departments including Attached and Subordinate Offices of the Government of India not participating in the aforesaid Services;

(iii) Assistants in the various Ministries/Departments including Attached and Subordinate Offices of the Government of India including those participating in the Central Secretariat Service/ IFS (B)/ Railway Board Secretariat Service/Armed Forces Headquarters Civil Service;

(iv) Inspectors of Central Excise in different Collectorates of Central Excise, Inspectors of Income-Tax in different charges of the Commissioners of Income-Tax, Preventive Officers and Examiners in different Custom Houses, Assistant Enforcement Officers in Directorate of Enforcement;

(v) Sub-Inspectors in , Central Bureau of Investigation and Central Police Organisations;

(vi) Divisional Accountants, Auditors and Accountants under the Office of Comptroller and Auditor General of India and other Accounts Departments and Upper Division Clerks in Attached and Subordinate Offices of the Government of India.

(vii) Junior Engineer (Civil & Electrical) in CPWD, a Group ‘C’ Non-Gazetted, Non-Ministerial, General Central Services (Technical) post.

(viii) Statistical Investigators, Grade IV of Subordinate Statistical Service (SSC), a Group ‘C’ non-gazetted, non-ministerial post in the Ministry of Statistics and Programme Implementation

(ix) Tax Assistant ( a Group C non – Gazetted Ministerial post in various Commissionerates of Central Board of Direct Taxes ( CBDT) and Central Board of Excise and Customs )

(x) Section Officer ( Commercial Audit), a Group “B” Non-gazetted post in the Indian Audit and Accounts Department

(xi) Section Officer (Audit) , a Group B Non-Gazetted post in the Office of the Comptroller and Auditor General

(4). The Commission also holds Departmental Examination for promotion from:

(i) Group “D” to Lower Division Clerk Grade of the Central Secretariat Clerical Service and equivalent grades in Indian Foreign Service (B)/Railway Board Secretariat Clerical Service/Armed Force Hqrs. Clerical Service;

(iii) Stenographers Grade “D” to Stenographers Grade “C” of the Central Secretariat Stenographers Service and equivalent grades in Indian Foreign Service (B)/Railway Board Secretariat Stenographers Service/Armed Forces Hqrs. Stenographers Service.

5. The Commission conducts periodical Typewriting Tests in English and Hindi.

6. The Commission prepares schemes for recruitment to all Group “B” posts which are in the pay scale of Rs 9300 to 34800 with a grade pay of Rs 42000 or below and Group “C” non-technical posts in the Ministries/Departmental of the Govt. of India including its Attached and Subordinate Offices in consultation with the Departments concerned.

7. The Commission conducts examinations/selections for recruitment to all Group “B” posts which are in the pay scales the maximum of which is Rs.10, 500 or below and all Group “C” non-technical posts in the Ministries/Departments of the Govt. from time to time.

8. The Commission performs such other functions as may be entrusted to it by the Central Govt. from time to time.

CBSE has also begun its second phase of counselling from May 24 which will continue till June 7 to overcome the post exam stress. Counselling will be available for both parents and students through calls, interactive voice response system (IVRS) and CBSE’s website. One can call on the toll free number – 1800 180 3456 – from 8 am up to midnight.

CBSE has declared, on May 24, results for class 10th exams recording a pass percentage of 98.19.

CBSE is the apex board of education in the country. It is not only having a pan Indian jurisdiction but also has global presence with nearly 141 affiliated schools across 21 countries.

The Board also grants affiliation to schools up to higher secondary level and develops common curriculum taking into consideration nationwide requirements.
